October 2026 Home Health Consolidated Billing Update

19 New HCPCS Codes Added to the Non-Routine Supply List

CMS's October 2026 Home Health Consolidated Billing update (Change Request 14510) adds 19 new HCPCS codes to the non-routine supply list, effective for claims with dates of service on or after October 1, 2026.

Summary of the Rule or Edit Change

Home health consolidated billing works on the same underlying principle as the skilled nursing facility version: during a home health episode under a patient's plan of care, most supplies and services are bundled into the home health agency's payment, and an outside supplier generally can't bill Medicare Part B separately for them. CMS maintains a non-routine supply list that spells out which specific HCPCS-coded supplies fall under that consolidated billing umbrella.

CR 14510 adds 19 new HCPCS codes to that non-routine supply list effective October 1, 2026. Any code newly added to the list becomes subject to consolidated billing going forward: the home health agency is financially responsible for that supply during the episode, and an outside supplier billing Medicare Part B directly for one of these 19 codes on a home health patient should expect the claim to reject or deny once the update takes effect.

This is a routine quarterly maintenance cycle, the same mechanism that periodically keeps File #1 and File #4 current for SNF consolidated billing. The list grows as new supply codes enter the broader code set and CMS classifies them as non-routine supplies that belong inside the home health bundle rather than billed separately.

If you supply durable medical equipment or non-routine supplies to home health patients, this update changes which of your products you can still bill Medicare directly for, starting with the specific 19 codes on this list. Confirm the full code list from CMS rather than assuming your current billing pattern is unaffected.

Action Required for Billing Teams

Home health agencies should add these 19 codes to their own supply-cost tracking and billing systems, since they're now the agency's financial responsibility during a covered episode rather than something an outside supplier bills separately. Outside suppliers who furnish any of these items to home health patients need to stop billing Medicare Part B directly for them and instead work out reimbursement arrangements with the home health agency itself.

The financial exposure runs in two directions depending on which side of this you're on. A supplier that keeps billing Part B directly for a now-bundled code will see denials accumulate, and may face a later overpayment finding if any of those claims paid before the system caught up. A home health agency that doesn't update its own cost tracking may under-budget for supplies that just became its responsibility, eroding the margin on affected episodes.

  • Pull the full list of 19 added codes from CR 14510 and compare it against your current billing and supply-sourcing patterns.
  • Home health agencies: add the new codes to internal cost tracking for episodes starting October 1, 2026 or later.
  • Outside suppliers: stop billing Part B directly for these codes on home health patients and coordinate with the agency instead.
  • Re-check claims submitted after October 1 that may have used the old billing pattern on a newly bundled code.

Our home health billing guide and DME billing guide cover how consolidated billing interacts with outside suppliers in more depth.
